Anyone can run a SourceForge-like site that hosts as many (or few) projects as they have resources for. Data about users, projects, trust metrics, etc are shared between nodes in order to keep a coherent community. Visiting any node in the GnuForge family should present almost identical experiences. The only differences should be URLs.
Data sharing could happen within a P2P framework. Furthermore, the amount of peered data should be configurable. A site with plenty of bandwidth and drive space could peer project files in addition to the standard shared data.
